The Smeaton Educational Foundation was established at the initiative of School of Technology at Ilia State University to ensure steady building and global improvement of quality of life, which will help raise the new generation of qualified civil engineers for the country.
The Foundation offers full, four-year, funding and scholarship opportunities to entrants, who choose Civil Engineering as their future profession and continue their studies in the Civil Engineering bachelor’s program.

Procedures
To receive funding/scholarship from the Smeaton Educational Foundation
- sign up for the internal qualification university exams, in math and English language, to obtain funding from the Smeaton Educational Foundation, which the university will conduct in April;
- successfully pass the internal qualification university exams to obtaining funding from the Smeaton Educational Foundation and receive a certificate from the university confirming this fact;
- enroll in the Civil Engineering bachelor’s program at Ilia State University as the first choice (priority) through the Unified National Examinations 2022 and submit a certificate confirming the successful passing of the internal qualification university exams.
Terms and the scope of funding
On the basis of enrollment in the Civil Engineering bachelor’s program at Ilia State University as a priority through the Unified National Examinations and the submission of the certificate of fulfillment of the university qualification requirement for enrollment in the program from the Smeaton Educational Foundation:
- Students with a 100% state grant will receive a monthly stipend of 150GEL per month;
- Students with a 70% and 50% state grant will receive the sum to fill their funding up to 100% in the amount that’s left over beyond the state grant and other sources of tuition funding (e.g.: City Hall funding).
Prerequisite for maintaining the scholarship and grant obtained from the fund for 4 years: the student’s academic performance during each semester should not be less than grade B (81-90) while studying at the university.

In addition, those candidates, who will select the Civil Engineering bachelor’s program at Ilia State University as the first priority and will be missing minimal points to successfully pass the internal qualification university exam, will be offered an intensive training program in English and mathematics in the time left before the Unified National Examination with the participation of highly qualified specialists and 100% funding from Ilia State University.

Originally from Britain, John Smeaton (1724-1792) was the first self-proclaimed civil engineer, often regarded as the “father of civil engineering”. Smeaton was responsible for the design of bridges, canals, and lighthouses. He was a talented mechanic and an eminent physicist.
Smeaton is known for building the Eddystone Lighthouse, which solved a very important problem for the population and saved many lives.
